The Texas
Association of Residential Care Communities is fortunate to
have a talented group of proven professionals to implement policies
and directives of the Board of Directors in achieving the goals
of the Association.
Heading the
staff is Sidney D. "Sid" Rich of Austin who
serves as Executive Director. Educated at the University of
Texas at Austin, Rich was an insurance industry executive before
joining the then Texas Nursing Home Association (later the Texas
Healthcare Association). Starting with a staff of three, a budget
of $50,000 and a membership of less than 20% of the potential facilities
in Texas, the organization grew into a million dollar operation
experiencing 17 consecutive years of growth reaching 80% of the
nursing home facilities in the state. As President and CEO, Rich
was active in negotiating with state and federal agencies and lobbying
the Congress of the United States and the Texas Legislature. After
19 years he left THCA to become President of Granny and Gramps,
a company engaged in the development of management of personal care
facilities. Later, Rich founded Dar-Rell Enterprises, a firm engaged
in lobbying and consulting with healthcare clients. He is a highly
experienced registered lobbyist.
Travis R.
Brewer is serving as Employment Law Counsel. He is an experienced
attorney in the field of health care and nonsubscriber litigation.
Mr. Brewer is a board-certified civil trial lawyer specializing
in defending nonsubscribers who have been sued by their employees.
He has eighteen years of trial experience since graduating from
UT Law School in 1984. Mr. Brewer has won an impressive string of
jury verdicts for defendants all over the state over the last six
years and is dedicated to the defense of hospitals, nursing homes
